Chicago Business Owners Charged in Contaminated Body Parts Scheme

On April 3, 2019, Donald A. Greene, Sr., and Donald A. Greene II, owners of Biological Resource Center of Illinois (BRCIL), Chicago, Illinois, were charged via information in U.S. District Court, Detroit, Michigan, for engaging in a scheme to defraud medical research customers. Greene Sr. was charged with wire fraud and criminal forfeiture, and Greene II was charged with misprision of a felony.

On eight occasions between 2008 and 2014, the Greenes provided donated human remains, for a fee, to medical professionals for use in training and research. The information alleges that on multiple occasions, Greene Sr. falsely represented that the cadavers provided to customers had been tested and determined to be free of infectious diseases. However, Greene Sr. knew that some cadavers had tested positive for diseases such as hepatitis, and some remains could not be properly tested at all. Nearly all of BRCIL’s customers will only accept remains that have tested negative.

According to the information, the fraud scheme was devised solely to profit and obtain money through pretense and fraudulent representations to the Detroit Medical Center. The information also states that Greene II knew the scheme would deceive customers and enable BRCIL to profit from human remains that had no value.

DOT-OIG and the FBI are conducting this investigation, assisted by the Centers for Disease Control and Prevention.
