Consultation on reviews of methods by the Emissions Reduction Assurance Committee
Two types of method reviews may be undertaken by the Emissions Reduction Assurance Committee; general periodic method reviews and crediting period extension reviews.
Periodic method reviews
One of the functions of the Committee is to conduct periodic reviews of methods (Section 255 of the Carbon Credits (Carbon Farming Initiative) Act 2011).In conducting such a review, the Committee will examine whether the method continues to comply with the offsets integrity standards, which ensure abatement delivered under the method is genuine and additional. The Emissions Reduction Fund White Paper indicated the Emissions Reduction Assurance Committee would undertake periodic reviews of methods at least every four years.
Crediting period extension reviews
Another function of the Committee is to conduct reviews of methods to consider whether crediting periods of projects registered under methods should be extended (section 255A of the Act). A method may only have its crediting period extended once. When conducting a crediting period extension review, the Committee will have regard to whether projects registered under the method continue to result in carbon abatement that is unlikely to occur in the ordinary course of events.
The Committee invites submissions on methods being reviewed from interested businesses, community organisations, individuals and others.
Following public consultation, the Committee will advise the Minister for the Environment and Energy on the outcome of the review. The review may recommend no change to the method. If the review recommends changes to the method, any proposed variation will be assessed by the Committee and subject to further public consultation. Note: Projects can still be registered with the Clean Energy Regulator while a method is under review unless the Emissions Reduction Assurance Committee has issued a legislative instrument under section 27A of the Act suspending applications under the method. No such instruments have been made by the Committee.
